Right-to-rest 1.5× is paid even if the employee requested or consented to the clopening (Q&A F1). Schedule-change exceptions (employee written request, voluntary swap, operations cannot begin or continue) turn the 1-hour and half-hours-not-worked lines off — toggles default off so those extras apply. Rest pay is not turned off. A change of work location is not a schedule change that requires extra pay (Q&A H5).
