30-minute de minimis: adding 30 minutes or less, or moving start/end by 30 minutes or less, does not trigger the extra hour (ORS 653.455(3)(a); BOLI). Employee written request and voluntary standby-list acceptance turn the schedule-change extra off — toggles default off so the extra applies. Right-to-rest 1.5× is still paid if those hours are worked, whether or not the employee consented (BOLI). Roadside-assistance hours inside the rest window are labeled out of scope.

Coverage is a label, not a fake headcount check

Retail, hospitality, or food-services employers (including chains and integrated enterprises) with 500 or more employees worldwide who are primarily engaged in those industries. Headcount is the average number of employees on each workday during 20 or more workweeks in the current or preceding calendar year. Not counted: workers whose primary duties are not retail/hospitality/food, salaried employees exempt from minimum wage, and workers supplied by leasing companies. This calculator does not gate the math behind a checkbox for 500.

What is Oregon schedule-change pay?

ORS 653.455 / BOLI: without 14 calendar days' notice, the employer pays 1 extra hour at the regular rate if they add more than 30 minutes, move date/start/end with no loss of hours, or add a work or on-call shift; or ½× the regular rate per scheduled hour not worked if they cut hours, move with a loss, cancel, or do not call in an on-call shift. A 30-minute start/end move is de minimis. Adding 1 hour with less than 14 days' notice is +1 hour at regular. Cancelling 4 hours is 0.5×4h×rate.

Does Oregon pay 1.5× for a short rest window?

Yes, for hours INSIDE the window, not Chicago's entire-next-shift 1.25×. ORS 653.442 / BOLI: 1.5× for each hour or portion worked in the first 10 hours after the previous calendar day's work or on-call, or after a shift that spanned two calendar days. Last-out 22:00 day 1 / first-in 06:00 day 2 (8-hour gap) puts the first 2 hours of day 2 at 1.5× (10−8=2).

Who is covered?

Retail, hospitality, or food-services employers with 500 or more employees worldwide (chains and integrated enterprises). Workers whose primary duties are not retail/hospitality/food, salaried minimum-wage-exempt employees, and leased workers are not covered and are not counted toward 500. This calculator labels coverage and does not invent a headcount gate. It is not a general Oregon daily-8 overtime rule (there is none).

When is the extra pay not owed?

BOLI: employee written request for extra shifts, voluntary standby-list acceptance, natural disaster or similar events outside the employer's control (floods, earthquakes, wildfires, snowstorms, war or civil unrest, etc.), and the 30-minute de minimis. Exception toggles default off so the premium applies.
