RSMo § 290.230 for labor on Missouri public works (prevailing wage or public works contracting minimum wage): 1.5× after 10 hours in a day and after 40 hours in a calendar week. Sunday and listed holidays: ALL hours at 2×. Saturday is not an all-hours premium — unlike Oregon public works (Sat/Sun/holiday all hours at 1.5×). A 10-hour weekday is 10 regular here; on Oregon PW without a followed 4×10 it is 8 regular + 2 overtime. Eight Sunday hours @ $20 are $320 here and $240 there. RSMo § 290.230.1(2): For all work performed on a Sunday or a holiday, not less than twice the prevailing hourly rate of wages … or the public works contracting minimum wage … shall be paid … For purposes of this subdivision, "holiday" shall include each of the following: (a) January first; (b) The last Monday in May; (c) July fourth; (d) The first Monday in September; (e) November eleventh; (f) The fourth Thursday in November; and (g) December twenty-fifth; … If any holiday falls on a Sunday, the following Monday shall be considered a holiday.

RSMo § 290.230.1(3): For all overtime work performed, not less than one and one-half the prevailing hourly rate … "overtime work" shall include work that exceeds ten hours in one day and work in excess of forty hours in one calendar week.

DOLIR FAQ: overtime and holiday rates are based on the total of wages and fringe benefits combined — opposite of Oregon OAR 839-025-0050(2)(c), which excludes fringe from the OT base. Enter the combined prevailing rate. Subsection (4) requires a thirty-minute lunch each calendar day that is not time worked — unpaid lunch still comes off the punches; there is no separate lunch premium on this page. Projects with engineer’s estimate or accepted bid of $75,000 or less, maintenance work, volunteers, apprentices, and trade-specific General Wage Order holiday tables that differ from 290.230 are out of scope.

FAQ

When is overtime due on a Missouri public works project under RSMo § 290.230?

RSMo § 290.230(3): at least 1.5× the prevailing hourly rate (or PWCMW) for work that exceeds ten hours in one day and for work in excess of forty hours in one calendar week. § 290.230(2): for all work on a Sunday or a listed holiday, at least twice the prevailing hourly rate. DOLIR FAQ: those multipliers apply to the total of wages and fringe benefits combined.

Is Saturday double time or time-and-a-half for all hours?

No. Unlike Oregon ORS 279C.540 (Saturday all hours at 1.5×), Missouri § 290.230(2) names Sunday and listed holidays only for the all-hours 2× premium. Saturday hours are regular unless they exceed ten in the day or contribute leftover regular past forty in the week. Eight Saturday hours at $20 are $160 here; on /oregon-public-works-overtime/ they are $240.

Is this the same as Oregon public works overtime?

No. /oregon-public-works-overtime/ is weekday after 8 (or after 10 on a followed 4×10) plus Saturday/Sunday/holiday ALL hours at 1.5×, with fringe excluded from the OT base. Missouri is weekday/Saturday after 10, Sunday/holiday ALL hours at 2×, and the typed rate includes fringe. A Sunday eight-hour day @ $20 is $320 here and $240 there.

Which holidays pay double time for all hours?

RSMo § 290.230(2): January 1, the last Monday in May, July 4, the first Monday in September, November 11, the fourth Thursday in November, and December 25. If any of those falls on a Sunday, the following Monday is a holiday — check the legal-holiday box on that Monday. Trade-specific General Wage Order holiday tables that differ from 290.230 are out of scope.
