LBMC § 5.49.040 is not California double time after 12 and not a 10-hour consent penalty. A Long Beach hotel (50+ guest rooms) room cleaner who cleans more than 4,000 square feet in an eight-hour workday is owed twice the regular rate for ALL hours that workday. Under eight hours, the cap prorates (4 hours → 2,000 sq ft). Seven or more checkout or additional-bed rooms cut the cap by 500 sq ft for each such room over six. The cap does not scale up on a 10-hour day. Under the cap, California Labor Code § 510 daily 8/12 still applies. Weekly 40 leftover regular only. An 8-hour day at 4,500 sq ft @ $20 is $320 here; on CA overtime it is $160.

5.49.040 — Humane Workload. A hotel employer shall not require a room cleaner to clean rooms amounting to more than 4,000 square feet of floorspace, or more than the maximum floor space otherwise specified in this Section, in any one, eight-hour workday unless the hotel employer pays the room cleaner twice his or her regular rate of pay for all hours worked by the room cleaner during the workday. If a room cleaner works fewer than eight hours in a workday, the maximum floor space shall be reduced on a prorated basis. When a room cleaner during a workday is assigned to clean any combination of seven or more checkout rooms or additional-bed rooms, the maximum floorspace to be cleaned shall be reduced by 500 square feet for each such checkout or additional-bed room over six. The limitations contained herein apply to any combination of spaces, including guest rooms and suites, meeting rooms or hospitality rooms, and apply regardless of the furniture, equipment or amenities in any rooms.

Hotel means 50 or more guest rooms (5.49.020). Workday is midnight to 11:59 p.m. Exactly 4,000 sq ft is not “more than” 4,000. A 10-hour day still uses the 4,000 cap — the ordinance only prorates down. When the cap is not exceeded, Labor Code § 510 daily 8/12 still applies; this ordinance does not replace state overtime. Weekly 40 converts leftover regular only (hours already at 2× are not converted again). Punches minus unpaid lunch are hours worked. When does Long Beach require double time for hotel room cleaners?

LBMC § 5.49.040 (Measure WW, official City Clerk ordinance PDF): a hotel employer shall not require a room cleaner to clean rooms amounting to more than 4,000 square feet of floorspace in any one eight-hour workday unless the hotel employer pays twice the regular rate for all hours worked that workday. Is this the same as California double time after 12 hours?

No. Labor Code § 510 pays 2× only after 12 hours in a workday (and 1.5× after 8). Long Beach § 5.49.040 pays 2× for ALL hours of the workday when the square-footage cap is exceeded — an 8-hour day over 4,000 sq ft is 8 hours at 2× here and 8 regular on /california-overtime/. When the cap is not exceeded, this calculator still applies LC 510 daily 8/12.

Does the 4,000 sq ft cap go up if the shift is longer than eight hours?

No. The ordinance sets 4,000 square feet in any one eight-hour workday and only prorates downward if the room cleaner works fewer than eight hours. A 10-hour day still has a 4,000 sq ft cap. If that cap is exceeded, all 10 hours are 2×, not California's 8 regular plus 2 overtime.

Is Long Beach 5.49.050 (10-hour consent) a pay multiplier?
